"Fred" and "Mary" are played by you, a human. "TRON" and "HAL" are played by the computer. When it's Fred or Mary's turn, click on "Buy Property" (if it's enabled) to buy the property they currently occupy. Click on one of the listed properties to buy a house for that property. Click on "Finished" when that player is finished with their turn.
